Plans, develops, oversees and evaluates major ILAB technical cooperation initiatives.
Oversees and coordinates ILAB's grants to technical assistance projects to ensure effective development and implementation of projects.
Responsibilities may include working with OCFT staff to review project proposals, monitoring project status reports, identifying and advising OCFT Director and Deputy Director of problems with project implementation, and conducting periodic site visits to research and verify effective implementation of U.S. funded child labor projects.
Manages, directs and supervises, and provides day-to-day direction, support and leadership to a team of 4-6 staff in the Office of Child Labor, Forced Labor & Human Trafficking.
Supervises the daily work of staff and provides regular guidance and feedback to employees regarding performance and conduct, as appropriate.
Offers assistance to employees with performance or conduct deficiencies, as needed.
Advises the Director and Deputy Director of OCFT, on all matters relating to international child labor issues.
Develops policy recommendations for Director and Deputy Director of OCFT, which form the basis of departmental positions regarding international child labor.
Represents the department at meetings of governmental bodies such as the United States Trade Representative, the Agency for International Development, and the State Department; international organizations such as the ILO, the UN, and non-governmental human rights organizations where international child labor issues are discussed.

It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

To qualify for the GS-15 you must meet the Basic Requirements AND the Specialized Experience.
Basic Requirements
1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
OR
3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to the basic requirements, all qualified applicants must also meet the specialized experience for this position.
Specialized Experience
To qualify for the GS-15 grade level, applicants must have 52 weeks of specialized experience at the next lower grade level, GS-14. Specialized experience is defined as:
Work experience in an area relevant to international development in Asia, the Middle East, North Africa, and/or Eastern Europe,
AND
Experience related to
(1) Development, implementation, and/or oversight of international technical assistance projects that address factors relevant to the prevention or reduction of child labor, forced labor and/or human trafficking;
or
(2) The formulation of U.S. policy on labor issues relevant to child labor, forced labor and/or human trafficking;
or
(3) Research on international development issues relevant to child labor, forced labor and/or human trafficking.
