Serves as an Air Traffic Security Coordinator (ATSC) within the AJR-24 ATSC team embedded at the North American Aerospace Defense Command/U.S. Northern Command’s (NORTHCOM) Command Center (N2C2), a core element of NORAD, located at Peterson Air Force Base (AFB), Colorado Springs, CO.
Duties include support for:
• Real-time over watch of the NAS to use the FAA’s ATM capabilities to help interagency partners, including the North American Aerospace Defense Command (NORAD), detect, validate, identify, and respond to Air Domain threats, particularly potential airborne threats, while mitigating safety and efficiency impacts on the NAS.
• Carrying out the over watch duties focused on sensitive locations, events, and activities (e.g., Presidential movements), as well as intelligence-driven special threats.
• Management of the Domestic Events Network (DEN), the Government’s preeminent tool for real-time interagency coordination on air borne and other Air Domain threats.
Incumbent also cooperates with the N2C2 and, as needed, other NORAD elements and interagency security stakeholders to use the FAA’s ATM expertise and capabilities to:
• Facilitate the planning and execution of air defense and other, related security air missions, particularly those involving NORAD assets
• Facilitate the planning and execution of tactical training exercises and evaluation activities
• Mitigate potential safety and efficiency impacts caused by security threats and/or NORAD activities on NAS operations;
• Translate threat intelligence into actionable airspace security plans supported by the FAA
• Provide Air Traffic Control (ATC) related technical advice to NORAD, particularly N2C2, on NAS and other ANS issues potentially affecting air defense planning and operations;
• Provide ATC input to N2C2 plans and execution for exercises and responses to conventional military threats
• Support NORTHCOM’s Defense Support to Civil Authorities (DSCA) and other disaster response and domestic operations efforts. Performs other duties as assigned
• Coordinate with Air Force Space Command (AFSPC) on space launch and vehicle / debris reentry issues.
The incumbent carries out duties, which may be mentally and physically challenging. This position’s duties are directly, operationally critical to the Nation’s defense, as well as response to natural disasters and other significant hazards. The incumbent is also integral to the FAA’s operational efforts to sustain the safety and efficiency of the NAS. As an operational watch position, the incumbent often must handle fast-paced, multi-dimensional operational demands. In addition, the incumbent is responsible for remaining in a static, seated watch position for long hours while using multiple devices, including simultaneously monitoring 4-6 screens on the N2C2’s operations floor, which necessitates regular, extensive use of stairs. Further, the incumbent is responsible for redeploying without notice to the N2C2 continuity alternate facility.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
In addition, applicants must have experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
Specialized experience is defined as:
1. Experience in a civilian air traffic facility that provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations; AND
2. Experience that has equipped applicants with the knowledge, skills and abilities to perform the full
range of duties of the position for which application is being made.
