The Executive Director (ED) for Services reports to the Deputy Assistant Secretary (DAS) for Services. The incumbent represents the DAS for Services in executive meetings within and outside the Department. Working with the DAS, he/she provides strategic direction and communication of strategy and priorities as well as the organization's vision, mission and goals to subordinate staff. As appropriate, the Executive Director serves as Acting DAS for Services in his/her absence. Please see below for primary areas of responsibilities.
1. Operations
--Responsible for day-to-day management of operations and resources or the Services organization. Executes and manages staffing and fiscal allocations for the three offices under the Direction of the DAS (Office of Finance and Insurance Industry, Office of Digital Service Industries, and Office of Supply Chain, Professional and Business Services) with employees in grades GS-9 through GS-15 and in various job occupational series. In all activities, the incumbent aligns with and operates under Industry and Analysis strategic planning, human capital and technology management, and resource allocation processes and methodologies to optimize and promote consistency in goal setting, resource allocation, executive decision-making, policy coordination, and internal controls.
--Assists the DAS in managing subordinate work on the following: trade and investment policy development, industry analysis and outreach, market development and access, trade agreements monitoring, enforcement negotiation and implementation and trade and investment promotion.
2. Policy and Programs
--Serves as key advisor to senior ITA management on USG commercial policies and programs, including trade events relating to these sectors. Applies specialized knowledge and expertise based on trade policy and promotion, utilizes interaction with executives in the U.S. and overseas business community to counsel senior management on USG strategic issues, and recommends positions on the most efficacious policy and program tactics.
--Ensures adherence to ITA and Industry and Analysis's internal controls, including quality control standards for all work products coming out of Services.
--Provides input and review for critical policy and administrative documents requiring DAS, PDAS, or other senior ITA or Department approval. Integrates and facilitates the contributions of other business into programs and policy decisions.
3. Planning, Execution and Evaluation
--Oversees planning and executing of a forward-looking strategic program of work in consultation with the DAS and Office Directors, important stakeholders in other parts of ITA, senior ITA and Department of Commerce (DOC) leadership and private sector partners. Ensures such plans reflect Industry and Analysis strategy, ITA priorities, and industry knowledge while fostering common and reinforcing program and policy priorities across all offices.
--Evaluates Office Directors performance annually and manage an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
--Oversees management processes to ensure that workplan goals and workload are realistic, that operations are efficiently and effectively run, and that topical problems or challenges are addressed. Mediates workload issues arising from demands outside the organization.
4. Industry Analysis Outreach
--Conducts outreach and builds coalitions with other agencies, colleagues, business and industry associations, and legislative affairs contacts. Routinely participates in briefings for senior ITA and DOC leadership regarding programs and participates in ITA briefings for U.S. companies. Routinely participates in interagency meetings and ensures that l&A perspectives are represented in the development and implementation of trade and economic security policies.
--Provides oversight on subordinate work providing CFIUS sector analysis, including directing the analysis and development for recommendation on investment reviews, and represents ITA as needed on complex cases in sectors covered by Services.

The Department of Commerce will work with the selectee to develop the appropriate ECQ narrative for OPM QRB certification, as needed.

The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Professional/Technical Qualifications
1. Demonstrated knowledge of the dynamics of international trade, including extensive knowledge and experience related to the development of U.S. trade and investment policies.
2. Demonstrated understanding and knowledge of the nature and characteristics of U.S. industries in international trade, including with regard to digital issues such as data flows and privacy, and the ability to apply such knowledge to the development of programs to eliminate foreign market barriers and improve access by U.S. industry.
3. Demonstrated experience working with economic factors that impact U.S. industries and the ability to manage the development of recommendations to improve the international competitiveness of U.S. industries in international markets, in sectors such as insurance, pension and asset management, transport services; distribution; and physical infrastructure services, including in free trade agreement negotiations.
This position does not have an educational requirement.
Background Investigation/Clearance: This position is designated as non-critical sensitive and requires a Secret clearance.
