The Office of the General Counsel provides legal advice to the Commission, reviews staff recommendations for Commission action, drafts Commission documents reflecting agency decisions on rulemakings and adjudications, and litigates on behalf of the Commission before the courts. The Office also administers the agency's international affairs program and provides legal counsel on various in-house matters.

Career Transition Assistance Plan (CTAP) provides eligible displaced Federal Maritime Commission employees in the excepted service with selection priority over other candidates for competitive service vacancies if they are on a Schedule A or Schedule B appointment without time limitation.
