Directs the formulation and presentation of the Health and Human Services (HHS), Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO), Enterprise Infrastructure Solutions (EIS) Program Management Office (PMO) budget by developing and promulgating the policies, procedures, guidance, and schedules for budget submissions.
Provides analytic support for new funding initiatives, support, end of year funding requests, reallocations, and performance measurement.
Analyzes and prepares reports on EIS PMO performance in managing full-time equivalent (FTE) levels and policy, and provides advice on staffing.
As Branch Chief, the incumbent is responsible for management of the activities assigned to that Branch and for supervision of the staff assigned to the Branch. The incumbent supervises a group of employees performing work at the GS-9 to GS-14 levels.
Maintains active communication with OCIO budget officer with regard to budget events and activities with OMB, Government Accountability Office (GAO), Congress and other parties.
Works directly with the Senior Executive Service level Executive Officers and programmatic leadership in all HHS Operating Divisions.
Minimum Qualification Requirement:
Must have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing at least three of the following: (1) Utilizing budget regulations, guidance, and appropriation law to formulate and execute an organization's budget (2) Preparing and presenting program policy issues to senior level staff, customer agencies and other stakeholders (3) Analyzing, interpreting and applying legislative policy, appropriation law, and regulations to develop budgetary plans and guidelines (4) Preparing financial reports and providing advice and guidance on financial matters for budget execution.
Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
