The incumbent functions as the Library's human resources expert on the Library's human resources operations and processing. The incumbent serves as the Team Leader for the Human Capital Operations Support Division (OSD) in the Human Capital Directorate (HCD) and is responsible for the project management, human resources systems management, HR data management and reporting. The incumbent also serves as the Acting Chief of OSD, in the absence of the Chief of OSD. The work includes program and project leadership and technical and operational expertise, regarding programs and related projects within the Library of Congress' (LOC) HCD office. This position plans and directs a wide range of activities that are in support of the mission and established goals and objectives of HCD. Duties include evaluating HCD program efficiency and effectiveness and providing expert consultation to the Office of the Chief Human Capital Officer (CHCO) as well as managing HCD automated services and access to data from HCD information systems.
The incumbent, in consultation and coordination with the Chief of OSD and other senior staff as appropriate: Manages the reporting of data from within HCD information systems (HRIS) and access to those systems. In this capacity, the incumbent manages the development and delivery of accurate reports of HRIS data needed to support critical and cross-cutting LOC initiatives to HCD and senior agency management officials. Prepares and edits reports and related documents on complex HCD operations and programs issues, provides expert guidance and data analysis that supports management decision-making. Communicates report results in both graphical and narrative formats to HCD and LOC management and highlights the critical data needed to support management decisions. The incumbent also analyzes emerging technology and automation trends within the Federal HR community and provides recommendations for the utilization of data analysis and automation to improve the efficiency, effectiveness, accuracy and timeliness of HCD operations and programs.
The incumbent, in consultation and coordination with the Chief of OSD and other senior staff as appropriate: Leads complex analytical and evaluative studies regarding HCD operations. Identifies actual and potential deficiencies which might impact the attainment of HCD strategic goals. Presents effective strategies and solutions to HCD management for implementation. Develops and/or refines policies and procedures for establishing, operating, and assessing the effectiveness and efficiency of operations. Provides expert guidance in the development and/or improvement of HCD processes. Formulates new operational standards and analytical approaches. Plans and directs the architecture for evaluation, measurement and metrics efforts which have broad and long-range impact. Researches and prepares written reports and documents regarding complex operations issues. Presents solutions on effectively eliminating program issues which impact HCD. Proposes recommendations based on evaluative studies, which enhance the ability to obtain short and long-range operational goals.
The incumbent, in consultation and coordination with the Chief of OSD and other senior staff as appropriate: Manages Information Technology (IT) projects within HCD to enable the comprehensive delivery of HCD services through automated systems that can be integrated to the maximum extent possible. Ensures the use of the latest state-of-the-art" total systems design to meet operational and long-range HCD programs requirements. Plans and directs requirements analysis, assesses future needs for HCD' programs elements, and develops and maintains project plans. Works closely with senior staff on all long-range and planning needs. Provides expert advice to management regarding highly complex projects which involve exceptional controversy, intensive outside interest, or significant long range effects on HCD operations or those of other organizations within LOC. Develops the requirements, scope, outline, and objectives of special projects and determines effective strategies for obtaining objectives. Determines qualitative and quantitative methods for achieving project goals. Creates performance measurements for defining project expectations. Collaborates with employees within HCD and LOC, in order to exchange information related to resources and for project and operational assessments. Acts as a project lead, conducting studies, monitoring project performance, and performing project reviews to ensure that the project is completed within the established timeframe and without budget constraints.
