The Bureau of the Fiscal Service's Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
- Prepare, review, and analyze financial statements for submission that are in compliance with governing regulations.
- Develop and maintain accounting controls to assure the accuracy and timeliness of financial records.
- Conduct studies and projects to improve policy, procedures, and controls and determine the feasibility of proposed and mandated changes to the programs.
- Assist in the development and implementation of effective cash management and reporting policies and procedures for Fiscal Service stakeholders relating to the cash accounts of the Treasury.
- Operate, maintain, and monitor financial management systems according to established procedures and required schedules.

You must meet the following requirements by the closing date of this announcement.
To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. *Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
Education Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
To qualify for the grade 09 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
OR
B. Specialized experience: For the GS-09, you may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include:
- operating, maintaining or monitoring financial management systems; AND
- preparing reconciliations, reports, or audits; AND
- researching and analyzing accounting documents; AND
- interpreting and applying accounting policies and procedures.
OR
C. You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate level education in excess of the first 18 semester hours or 27 quarter hours may be combined to be considered for qualifying education.
To qualify for the grade 07 level, you must meet the following requirements:
A. Education: In the Recent Graduates Program you may qualify based solely on education as follows: Completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent);
or
Have a Bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

B. Specialized experience: For the GS-07, you may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include:

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
