As a Health Education Specialist, you will:
Have a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
Or
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
Minimum Qualifications for GS-11:
In addition to meet the basic qualification, applicants must have at least one year of specialized experience at or equivalent to the GS-9 in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience assisting with developing educational curricula for medical and allied health professionals as it relates to public health programs.
Or
Have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution.

In addition to meet the basic qualification, applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience conducting needs assessments to identify educational priorities and needs among diverse audiences interested in public health education; leading development, implementation, and evaluation of training materials that incorporate adult education principles; and translating health education content and materials for diverse audiences such as medical, scientific, and non-scientific.
Minimum Qualifications for GS-14:
In addition to meet the basic qualification, applicants must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience managing and implementing the delivery of public health training programs designed for public health workforce; and oversee the development and implementation of e-learning curricula.
