*As the Director, he/she manages the work of a large, multi-level organization typically through subordinate managers.
*Works to improve the performance of a higher skilled staff of mathematicians, operations research analysts, computer scientists, engineers and economics through subordinate managers.
*As the Director, he/she manages the portfolio of data driven analysis products that are used by FAA Executives to make decisions to improve the operational performance of the NAS.
*Interfaces and interacts with air traffic control specialists and aviation stakeholders, such as aviation trade associations, airlines, general aviation, international civil aviation organizations and air navigation services providers to develop metrics and evaluate operational performance and impacts.
*Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines.
*Applies a detailed knowledge of the budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the LOB/SO, and the FAA.
*Directs staff in performance metrics that encompass the COO quarterly metrics review and the maintenance of the Congressionally mandated metrics website; serving as a subject matter expert on the development of the Radio Technical Commission for Aeronautics/NEXTGEN Advisory Committee.
*Responsible for ensuring data quality in the development and derivation of performance metrics.
*Oversees several databases and tools that are used in performance modeling, operational analysis and metrics development.
*As the Director, he/she plays a major role in overseeing the activities, studies and budget of the FAA National Center of Excellence in Aviation Operations Research (NEXTOR).
*Represent AJR, ATO and the FAA and interacts with the NEXTOR program Universities and affiliates to ensure research integrity, development of innovative techniques, transparency and world class quality.
*Facilitates technical interchanges with stakeholders groups, such as NASA, Boeing, Airlines For America (A4A) and Eurocontrol.
*As the Director, he/she manages, allocates and tracks the AJR-G operating budget and ORB reviews.
*Oversees the AJR-G Capital Investment Plan Budget, annual Resource Planning Document submission and supports Capital Investment Team reviews.
*Responsible for tracking contracts and reporting on their performance; also assist in recruiting, interviewing and hiring of new personnel.
*Involved in the performance reviews of managers and ensures that mandatory training requirements are met.
*As the Director, he/she has the authority to make commitments and establish new policies/procedures to ensure continuous improvements in performance.
*Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. This position is at the highest non-executive level.

Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
