The Chief Cloud Engineer is a Senior Level position and serves as the principal advisor to the Director, Office of Infrastructure Engineering and Operations (OIEO) on the analysis, planning, engineering, design, implementation, documentation, assessment, and management of on premise and off premise, Private, Public, Hybrid Cloud Services to align information technology (IT) strategy, plans and systems.
In addition, this position will be responsible for:
Providing authoritative guidance to the OIEO Office Directors and Senior Level leadership within the Office of the Chief Information Office (OCIO) on all aspects necessary to successfully deliver and operate an IT Infrastructure, such as the planning, engineering, design, development, legacy application and system migration, stabilization and sustainment, system integration, testing, security, availability/redundancy, disaster recovery capability, maintenance and operations.
Providing technical direction for ongoing IT Infrastructure engineering, design, development, troubleshooting, standardization, environment provisioning, deployment, operational improvements and maintenance strategy and execution. Developing and establishing processes by which emerging and open source technologies are identified and incorporated into infrastructure efforts on an ongoing basis.
Developing plans for integration of new and/or existing systems into the IT Infrastructure.
Creating, driving, and realizing the outcome of large and highly complex end-to-end infrastructure solutions and how decision/design impact the engineering, software development, and systems delivery.
Articulating and documenting the vision for the IT Infrastructure, conceptualizing and experimenting with alternative approaches, creating models, component and interface specification documents, and validating the engineering approach against requirements, utilizing experimentation and the vision of the target architecture.
Interpreting business requirements and translating them into technical and operational requirements; considers the rest of the enterprise and those opportunities that can lead toward service extension and optimization; e.g., the implementation of a role based access control system used at an enterprise level with multiple integration points.
Providing authoritative technical guidance to the OIEO in the identification and remediation of highly complex system constraints that require a high degree of increased troubleshooting, monitoring, oversight and remediation coordination.
Identifying and leading changes to infrastructure, systems, processes and procedures based on new and/or innovative technologies; e.g., Hybrid Cloud design, Infrastructure as Code automation, autonomous platform and container orchestration, blue/green deployment, cloud native microservices, and Software Defined Networking/Software Defined Infrastructure.
Planning and coordinating USPTO-wide implementation of government-wide engineering strategies that ensure increased resilience and availability of the IT infrastructure; e.g., High Availability and Fail-Over capability.
Evaluating existing enterprise capabilities and implementations to ascertain efficiencies and alternatives in cloud to meet rigorous security compliance, enterprise operational capability, business value and Agency Wide strategic vision, goals and objectives.
Participating across Federal agency Cloud Community of Practices, Cloud Centers of Excellence and similar, representing the CIO and Agency Senior Leaders, providing input to the authoritative communities in the interest of USPTO.
This position includes some supervisory and related managerial duties. These duties should occupy less than 25 percent of the incumbent's time.

The Specialized Experience for this position is:
Proven leadership and technical agility in the delivery of Public, Private, Hybrid Cloud services across on-premise, off-premise sites, with professional hands-on experience in the Design, Development and Implementation of Cloud enterprise foundations, Platform migration, Cloud native tools and Cloud software configuration management (SCMs).
Proven experience in the successful harmonization of diverse and competing interests, with the ability to lead in a large, technically complex, fast paced and dynamic environment.
Candidates must provide evidence that is related to the skills and abilities outlined under the Professional Technical Qualifications (PTQs). Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional technical qualifications set forth below.
Professional Technical Qualifications: Applicants must clearly demonstrate in their application materials that they possess technical attributes in the PTQs.
The Professional Technical Qualifications (PTQs) for this position are:
1. Demonstrated work experience designing and delivering end-to-end secure on premise and off premise cloud based infrastructure services, cross-system and full-stack architecture that support several large and highly complex production level distributed software systems with large database clusters and high transaction rates.
2. Demonstrated enterprise level experience through the use of Agile, Scrum, Kanban or similar methodology, in the design, engineering, integration and implementation of a large variety of heterogeneous infrastructure technologies across multiple data centers and cloud providers, network, security, monitoring, storage, databases, platform and virtualization services.
3. Demonstrated experience in developing, building and operating cloud native applications using containers or micro services architecture, using a system design approach that is highly available and geographically diverse, in order to operate continuously.
4. Hands-on enterprise level software development experience in the engineering of cloud services using and managing cloud platforms and cloud native tools with an emphasis on right sized capacity planning and performance automated provisioning, software configuration management, infrastructure as code, tuning for large-scale software rollouts, service health checks and automated recovery methods.
5. Enterprise level experience reviewing, analyzing, assessing, evaluating and engineering business systems in a fit for purpose enterprise cloud services model that include requirements and end user needs; creation of business cases, migration roadmap, establishing and modeling cloud cost models, total cost of ownership. Working with business owners to ensure clarity, while at the same time, considering alternative approaches that may lead to a more robust solution not only for one system, but also for the enterprise.
6. Demonstrated enterprise level experience in evaluating and ensuring that cloud service providers satisfy industry standard cybersecurity requirements, enforce compliance rules, and protect personally identifiable information (PII) and other sensitive information. Working with the cybersecurity compliance team, supporting a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Probationary Period - If selected, you will be required to serve a one-year probationary period.
This is a Non Bargaining Unit position. This position will require you to obtain and maintain a Secret Level clearance and has a risk level designation of "Moderate".
