EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
The ideal candidate will have a solid background in the Systems Development Lifecycle (SDLC) and or the Systems Engineering Development Lifecycle (SELC) process. In addition the incumbent should demonstrate excellent communication skills, political savviness, and the ability to collaborate with both peers and leadership on the development of new systems, or the modification of existing systems.
In this position, you will responsible for supporting the planning, requirements analysis, design, unit testing and acceptance testing of multiple development efforts. Typical assignments include:
- Reviewing Engineering Plans, Analyses of Alternatives, and Preliminary Design documents for conformance with the FEMA Enterprise Architecture and alignment with the Program's requirements.
- Testing and evaluating of systems/applications/modules and hosting meetings with the Programs to ensure their development efforts are meeting their needs and FEMA requirements.
- Provide leadership and support to the Component Acquisition Executive (CAE) in the development and review of Life Cycle Cost Estimates ensuring that all IT costs are accurately captured.
- Review and approve SELC Phase gates.
- Provide the leadership, guidance, and support to mature the FEMA SELC Program.
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
Occasional travel - Occasional non-emergency travel may be required.
