Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
--Knowledge of and ability to apply the theories, principles and practices of wildlife management to serve as a technical expert regarding the development, coordination and promulgation of annual migratory game bird hunting regulations.
--Ability to interpret the laws, treaties (national and international) and regulations pertaining to and impacting the management of migratory birds to include the Migratory Bird Treaty Act of 1918, as amended, Migratory Bird Hunting and Conservation Stamp Act, and the Bald and Golden Eagle Protection Act in order to develop regulations and advise management regarding conflicting or incongruent regulations or recommendations.
--Knowledge of the processes, procedures, and clearance requirements associated with the development, approval process and submission of proposed rules and regulations for public notice and comment in the Federal Register and promulgation of final rules and regulations.
--Skill in written communication to prepare and/or review technical and non-technical reports and proposals; and develop and/or review regulations and policies for diverse audiences.
--Knowledge of waterfowl hunting regulations in order to identify and evaluate politically sensitive technical issues; develop and recommend options or solutions; coordinate with other agencies, and programs; and, understand implications of policy shifts on national or international treaties/agreements.
--Ability to exercise tact and diplomacy; meet and work with people of diverse nationalities, backgrounds, and interests; and promote amicable working arrangements between and among diverse organizations and groups.
--Skill in communicating orally to present complex technical information and interact and negotiate with diverse individuals and groups.
