    This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Office of the Chief Human Capital Officer (OCHCO), Workforce Support Programs Division (WSPD).

    The primary purpose of the position is to serve as the senior Workforce Support Programs Division (WSPD), Chief technical expert and advisor. Responsibilities include providing supervision and leadership over assignments in the following area: Payroll and Processing; Awards; Pay and Compensation; and several Employee Support Programs to include, Employee Assistance Program (EAP), Family Medical Leave Act (FMLA), Office of Workman's Compensation Program (OWCP), Work Life, Benefits Coordination, and Retirement Planning. Typical work assignments include:

    • Directs the administration of pay and compensation; payroll and processing; and awards and recognition program.
    • Directs the administration of Federal benefit programs. Advises employees on benefit programs, such as retirement, health insurance, life and long-term care insurance, work/life issues, telework, and others.
    • Plans and directs the implementation of the CISA-OCHCO Employee Support Programs to promote safe, healthful working practices and conditions; assist employees/supervisors with Employee Assistance Program (EAP), Family Medical Leave Act (FMLA), Office of Workman's Compensation Program (OWCP).
    • Provides expert technical advice, guidance and recommendations to management and other key officials on critical HR issues.
    • Plans and administers the Federal HR Transaction processing functions by providing technical guidance and assistance to other staff members.
    • Provides technical guidance and instruction to HR specialists and assistants on the application of a variety of complex laws, regulations, directives, procedures, and local policies relating to legal authorities for processing Federal civilian personnel processing and coding.
    • Researches and stays abreast of current developments in Federal laws and regulations affecting HR; analyzes new or amended legislation; and makes recommendations for changes to policies and procedures to ensure compliance with new developments.
