    This position is located in GAO's Science, Technology Assessment, and Analytics (STAA) Team. STAA’s mission is to produce technology assessments, technical performance audits, science oversight audits, engineering sciences analyses, and advanced analytics and cybersecurity research to Congress and GAO overall.

    Responsibilities

    Electrical Engineer:

    • Serve as a consultant and expert advisor on the electrical engineering aspects of proposed and existing plans, designs, and activities for a wide range of engagements examining programs, technologies, systems, and facilities. This could include systems and technologies such as those found in sectors such as: power generation and distribution, utility monitoring and control, weapons, satellites, transportation, communications, and many others. Perform professional engineering and scientific work concerned with: utilizing and exploring electrical and electronic phenomena and the motion, emissions, conduction, and behavior of electrical energy currents; designing electrical equipment, components, or systems; and generating and transmitting electrical energy in an efficient manner.
    • Develop findings and recommendations and drafts reports that provide factual and analytical information in a clear, balanced manner that meets the needs of congressional clients. Participate in the planning, preparation, development, drafting, and review of technical sections of engagement products and supporting engagement documentation. Perform indexing and referencing of reports to ensure accuracy and reliability.
    • Research the technical issues related to the engagement and understand the significance of the issues to address the engagement objectives. Analyze and review technical information and data to determine relevance and reliability. Develop criteria for evaluation of the technical area and assess that area using the criteria and relevant technical data to develop findings.
    • Conduct broad and comprehensive evaluations of policies and programs involving science and technology, including mature technologies, ranging from technical systems that are in routine use to scientific research and development programs.
    • Support the planning, management, and execution of engagements that are particularly technical in their issues and/or content, including technology assessments, technical performance audits or audits with electrical engineering-related components, and Comptroller General Forums and Roundtables.
    • Provide technical support/advice to the Congress and/or agencies in accordance with congressional direction or request.

    Computer Engineer:

    • Serve as a consultant and expert advisor on the computer engineering aspects of proposed and existing plans, designs, and activities for a wide range of engagements examining programs, technologies, and systems. This could include systems and technologies found in a wide variety of sectors such as: embedded computers in weapons or weapons-support systems; systems for complex scientific applications; simulation systems; communication systems; computer-aided engineering and design systems; and large-scale information systems with worldwide infrastructure.
    • Review plans, specifications, and guidance for computer engineering-related features in designs for systems and technologies; recommend and incorporate the latest developments in the field of computer engineering into evaluations of programs, technologies, and systems; and inspect and evaluate work on computer engineering systems and equipment during and after such projects.
    • Research the technical issues related to the engagement and understand the significance of the issues to address the engagement objectives. Analyze and review technical information and data to determine relevance and reliability. Develop criteria for evaluation of the technical area and assess that area using the criteria and relevant technical data to develop findings. 
    • Support the planning, management, and execution of engagements that are particularly technical in their issues and/or content, including technology assessments, technical performance audits or audits with electrical engineering-related components, and Comptroller General Forums and Roundtables.
    • Provide technical support/advice to the Congress and/or agencies in accordance with congressional direction or request.
