The Office of Supervision Technology and Analytics (OSTA or Office) maintains expertise in Information Technology (IT), DBR Supervision processes, and the operations of the Federal Home Loan Banks. Its primary role is to provide data management, database and data tool support to DBR with respect to economic, financial, call report, housing, system structure, and membership data and to act as a bridge between DBR business offices and the FHFA IT staff. The Office assists DBR business units with the specification and management of databases that capture information needed to support DBR analyses and decisions. OSTA also assists with the identification and specification of business intelligence tools and reports required to conduct DBR work and may from time to time provide IT expertise to other FHFA divisions or offices.
In addition to providing IT consulting and Database oversight expertise to DBR, OSTA also maintains the DBR regulatory reporting program under which FHLBank reporting requirements are identified and formalized, and provides on an as-needed basis assistance to examiners during the course of FHLBank evaluations. Such assistance may include the preparation of ad-hoc reports or on-site visits to FHLBanks under examination
The Financial Database Specialist is a business-side IT specialist that supports OSTA and DBR database and intelligence projects, maintains, modifies and manages operational databases, and develops queries, dashboards and reports that assist examination and analysis staff with their duties. He or she may also have primary responsibility for database reporting and management or be a technical expert for certain data tools or databases and acts as a liaison between DBR and the Agency Office for Technology and Information Management, ensuring and coordinating the implementation of supervision IT solutions.
Major Duties and Responsibilities
As a Financial Database Specialist, the incumbent serves as a technical resource for DBR database, business intelligence and reporting projects. He or she will support data users by participating in requirements-gathering, database development and implementation, standardized and ad hoc report development, website development and maintenance, and the evaluation and use of data query, reporting and visualization tools and analytical applications.
For less complex projects, the incumbent may be responsible for leading or coordinating resources associated with IT efforts to develop, implement, document, and/or modify information systems and databases. He or she will evaluate the effectiveness of the Agency information architecture with respect to Division needs, including the appropriateness of data and applications, and participate in or lead efforts to assure and maintain data quality, develop Division or Agency information and data policies, and develop documentation related to those duties.
The incumbent will be required to, in conjunction with Agency IT staff or OSTA Principal or Senior Financial Database Specialists, analyze Division or office requirements to determine the type of information that will address business needs and provide advice and guidance on IT standards, strategies, policies, and processes and the alternative ways of meeting DBR's overall information technology requirements; maintain and apply knowledge in database technologies and business intelligence tools to resolve problems and evaluate new methods of enhancing existing system(s) to better meet reporting and analysis needs.
To accomplish this, the incumbent will have and maintain proficiency in programming, query, reporting, analysis, and data validation, visualization, and administration tools to support recurring or ad hoc Division or Agency work. He or she must also possess knowledge of the FHFA business mission and processes.
On an as-needed basis, the incumbent will also assist the examination function with the review of FHLBank regulatory reporting and data management processes during or between examinations.
The incumbent will also perform other duties as assigned, some of which may require travel.
