The incumbent acts as an individual contributor and/or member of a team and may act as a project lead. The incumbent will apply experience and comprehensive knowledge of economic and business principles, theories and concepts while utilizing quantitative fact-finding and analysis techniques to develop and improve complex models. The incumbent will develop plans for data collection including the development of sample design, size, and selection. Conduct workforce studies to develop mathematical and/or statistical relationships between scheduling and resource requirements. Develop mathematical and/or statistical models to represent current agency processes and procedures in the areas of staffing and workforce planning.
The incumbent will use quantitative and statistical methods to develop national and local staffing requirements and conduct sensitivity analyses to answer management's "what if' questions for different scenarios. The incumbent will also provide technical assistance in developing and evaluating new and/or improved methods and procedures.
This position is strategic and analytic in nature. The incumbent provides comments and recommendations. Formulates alternatives, evaluates studies, and develop implementation plans to address current and anticipated problems and issues. Assures that plans adequately meet the requirements for local cooperation. Determines whether the overall report and its rationale adequately justify the validity of findings and recommendations. Coordinates all policy review with technical experts and assures the integration of respective comments and recommendations in the overall report.
Contacts are internal and external. The incumbent works independently, but also closely with management and other professionals to jointly solve problems. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally.
Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.
