- Functions as an ethics expert, dispense legal advice and provides assistance with the ethics aspects of the Presidential nomination process. Writes on these subjects and assists in writing and reviewing policies.
- Reviews and certifies financial disclosure reports and provides necessary ethics advice relating to information reported on financial disclosure report.
- Executes all ethics program requirements, including designation as filers, financial disclosure, and training for all advisory committee members.
- Develops and provides oral and written legal opinions, counsel and advice and authors or reviews Office of General Counsel (OGC) standard operating procedures for implementation of ethics requirements. Writes regulations and policies and reviews policies on these subjects.
- Handles complicated, unique and sensitive matters in assigned areas which routinely facilitate the department's highest priorities including those of the senior leadership of the Office of General Counsel, the Office of the Secretary, the Administrations or the Staff Offices. Assignments involves application of a broad spectrum of unrelated areas of the law.
- Develops legal policy on new or controversial issues arising form changes in legislation or case law. Coordinates uniformity of legal interpretations among department attorneys in assigned subject areas, follows quality assurance processes, and ensures the quality of OGC ethics activities.
- Provides informal legal advice and assistance to program and other department officials (including senior level and key officials) who depend upon the incumbent's expert knowledge of both the law and technical aspects of assigned areas to give them close legal support for their necessary day-to-day operations.
- Interprets, advises, and furnishes legal opinions on legislative hearings, reports, and inquiries related to assigned areas.
- Drafts legislative proposals affecting the areas of his or her expertise, obtaining Department-wide concurrence and Secretarial approvals, and negotiating on behalf of the Department with the Office of Management and Budget to reach an Administration position on all proposals.
- Prepares final legislative packages for submission to the Congress, and monitors proposals through the legislative process to passage, including drafting of testimony of Department witnesses at legislative hearings, meeting with congressional staff, drafting technical changes to proposals, and drafting enrolled-bill reports to advise the President of appropriate action with respect to enacted legislation.
- Reviews legislative reports and testimony on apposite legislation developed by other agencies and proposes the Department's position, obtains the appropriate officials' approvals, and communicates the final Department position to OMB. The incumbent works closely with the Office of Congressional Affairs in accomplishing these functions.
