    Position is located in R5 on the Cleveland National Forest in San Diego, CA.

    Serves as a Staff Officer for Engineering, Lands, and Recreation, providing strategic guidance and leadership for Forest programs and activities such as: facility maintenance/construction; fleet equipment; transportation system design/inspection; road maintenance; land exchange; cost share program; developed and dispersed recreation, wilderness management/trails, recreation site and facility design and accessibility.

    • Develop priorities for annual functional programming and budget efforts.
    • Review all functional programs and develop a coordinated natural resource engineering, recreation and lands program and budget that is responsive to other functional needs.
    • Develop program priorities, staffing, acquisition budget needs and appropriate scheduling to accomplish the annual program of work.
    • Provide strategic guidance and leadership for natural resource engineering/lands/recreation programs and activities.
    • Provide leadership in the management, development and execution of the overall engineering, lands and recreation programs, which includes developing short and long range objectives; budgets and priorities.
    • Provide leadership in recreation management for Land Management Plan implementation and planning.
    • Oversee the development of unit goals and objectives and program planning and direction for trail maintenance and management.
    • Represent the unit on many aspects of engineering, lands and recreation with upper levels of the organization, including attendance at workshops and meetings and with other Federal agencies and with State, County and local governments.
    • Coordinate with local road authorities in the development and implementation of cooperative road maintenance agreements and joint maintenance efforts to maximize effective production.
    • Manage the accomplishment of land exchange, donation, and purchase including important and difficult negotiations with private land owners.
    • Develop a system for evaluating maintenance functions and directing maintenance work toward the highest priority projects to assure the most effective utilization of available funds.
    • Coordinate all recreation development in accordance with long-range management plans.
    • Monitor survey and design activities to assure compatibility, proper engineering techniques are being utilized and that activities are consistent with the Land Management Plan and relevant National Environmental Policy Act (NEPA) documents.
    • Conduct investigations and prepare reports with recommendations to the appropriate Contracting Officer, in unusual situations involving contract violations.
    • Develop engineering standards for the performance of construction inspection activities to assure that proper techniques are utilized in obtaining standardized contract interpretation and enforcement.
    • Act as a Contracting Officer?s Representative on complex public works contracts.
    • Provide technical expertise to units and interdisciplinary teams involved in all aspects of location, survey and design of transportation systems including roads, trails, and other facilities such as buildings, water and waste water systems.
    • Serve as a technical authority on all phases of ownership adjustments and appraisal activities.
    • Design training programs to correct deficiencies in technical skills unit-wide.
    • Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit?s work.
