.Responsible for the implementation and oversight of administration of the Child Care and Development Fund (CCDF) program that includes providing
guidance and designing technical assistance to support States, Territories and Tribes.
Provides oversight to grantees to assure compliance with statute and rules and works to identify, research, and analyze statutory and regulatory issues related to grantee child care programs.
Prepares a variety of position papers, briefing documents, data fact sheets, and other materials concerning grantee child care programs under the auspices of OCC.
Develops program guidance, special reports related to oversight and accountability, and guidelines concerning the ongoing operations of the CCDF program.
Prepares and delivers oral briefings or presentations on child care issues and concerns, as appropriate, to other staff, supervisors, higher-level officials, and
outside organizations.
Represents OCC at national, regional, and State conferences, professional meetings, symposia, and seminars.

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Additional Qualification Requirement: In addition to meeting the Basic Qualification Requirement candidates must also:
Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that includes performing at least two of the following: (1) Experience analyzing, recommending, and implementing child care program policies, regulations, and legislation. (2) Experience collaborating with external federal and state program staff to ensure that low income families are provided adequate child care assistance. (3) Experience assessing and analyzing the technical needs of States, Territories and Tribes, in order to provide technical assistance or policy clarification.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
