    Responsibilities

    Serves as the Director for Technical Warfare Center (TWC) and Chief Technology Officer (CTO) for U.S. Army Cyber Command (USARCYBER), and is the principal program director and lead technologist in USARCYBER for development of concepts, requirements, and research and development of capabilities for full-spectrum Cyberspace Operations for the Army to include Department of Defense Information Network Operations (DoDIN Operations), Defensive Cyberspace Operations (DCO) and Offensive Cyberspace Operations (OCO). Additionally is the Army operational lead for development and delivery of Persistent Cyber Training Environment (PCTE) for the Cyber Mission Force (CMF) across the Department of Defense (DoD). Directly oversees a workforce of approximately 60 military and civilian personnel, and directly supervises personnel at the COL/GS-15 level. Within the framework of broadly defined management objectives, exercises maximum freedom of establishing plans and policies to ensure accomplishment of programs and projects in an efficient and effective manner. Effectiveness of performance is evaluated in terms of initiative, overall level of judgment exercised, innovative thinking, and ingenuity. Incumbent must possess an exceptionally high level of technical, operational and acquisition expertise to serve as the Commander's Senior Technical Advisor providing authoritative expert advice on all aspects of Cyberspace Operations and Cybersecurity. The scope of responsibility is further magnified because of the joint, inter agency and international scope of operations and command programs. Directs the actions of USARCYBER military and civilian employees supporting the development of the USARCYBER doctrine, concepts, systems material concepts and requirements. The incumbent ensures that all responsible programs are systematically integrated into the overall operation of the command.
