You will:
- As Environmental Protection Specialist, draft, coordinate, review, and edit responses to inquiries from federal and state government entities, foreign governments, industry, public-interest groups, trade associations, the public, and other stakeholders.
- Represent the Policy and Regulatory Services Branch (PRSB) Chief, to establish and participate in work groups to develop policies, regulations, and regulatory amendments to assist in identifying, clarifying and resolving policy or program issues.
- Develop and implement short and long-term communication strategies to support the OPP communication objectives, including development of succinct public education materials, briefing materials, fact sheets and other products to alert senior managers to policy or program problems or issues;
- Serve as a liaison within Office of Pesticide Programs (OPP) and other EPA offices and external organizations providing information, interpretation and explanation on pesticide programs, regulations, policies and issues.
This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
The current duty station for this position is Arlington, VA. There are plans for this position to permanently move to a new duty station, Washington, DC. Anyone selected for this position will be expected to start work or move to the Washington, DC office location when requested.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as developing and analyzing environmental policies and regulations related to pesticides; identifying and resolving policy discrepancies; and providing advice and assistance to internal and external stakeholders on federal environmental programs.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of Federal lnsecticide, Fungicide and Rodenticide Act (FIFRA); 2) Skill in applying principles, concepts, practices; methods, and techniques related to information collection requests; 3) Ability to lead an interdisciplinary team; 4) Skill in problem solving; 5) Ability to develop communication and outreach strategies; 6) Skill in written communication; 7) Skill in oral communication 8) Ability to work collaboratively with internal team members and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
