Duties:
Demonstrate in-depth knowledge in working on automated contracting business processes in an acquisition organization.
Develop automated processes for use by contract specialists based upon knowledge and understanding of acquisition.
Train contract specialists on automated systems, troubleshoots complex systems' issues, and develops systems from which contracting data/report can be obtained. Demonstrate responsibility for automated acquisition system maintenance.
Oversee the maintenance of an automated acquisition system. Demonstrate in-depth experience working on systems such as contract writing tools and document management systems. Demonstrate knowledge of contracting regulations and policies in correlation to contracting business processes. Analyze, design, develop, and critique procurement solutions for use by contract specialists. Suggest improvements to users based on knowledge of contracting business processes, flow of work, and contracting reporting requirements. Analyze complex user requirements of procurement business tools.
Design and maintain a procurement system to meet user requirements. Manage procurement business tools or associated software and hardware. Validate electronic contracting business tools. Make system enhancements without requiring approval as business tools are standard, non-complex tools. Interpret changes or updates to determine impact to tools being used by contract specialists. Manage contractors' work to oversee changes to hardware or software of business tool.
Stay current on all policies, directives, and regulations and ensures users and management are apprised of changes required in business processes. Present briefings and recommendations concerning immediate requirements and long-range objectives. Work with users in testing electronic contracting tools. Teach users on new contracting tools.
Work on high-level working groups (headquarters level) to determine future, long-range tools that should be developed to streamline contracting business processes. Participate as a technical adviser in meetings with management, users, vendors, and other organizations by providing guidance on policies and how to leverage new technologies.
Document studies and recommendations concerning immediate requirements and long-range objectives.
Provide management with technical information regarding electronic tools from which management makes decisions affecting business processes. Document new/updated requirements in writing. Document requirements and critique approaches and technologies as proposed by others for implementation determining best approach.
