As a Assistant General Counsel/Director of Hearings and Appeals, you will:

Exercise professional responsibility in planning, directing, controlling, managing, and coordinating the hearings program and processes;
Be responsible for assigning work, advising hearings officers and appeals officers in preparing cases and conducting hearings as necessary, and reviewing proposed decisions pointing out any conflict that may appear therein with respect to policies of the Board, precedent interpretations, Board regulations, court decisions, etc.;
Establish contacts with other agencies with regard to appeal matters, court decisions, and matters of law;
Evaluate performance of subordinates, approve leave, etc.; and
Serve on legal staff of Office of General Counsel and provide advice on complex and difficult legal matters to the General Counsel and officials within and outside the Board.

Applicants should possess the following characteristics and competencies: experience handling complex legal and policy issues; leadership; integrity; organizational skills; attention to detail; reliability; perseverance; decisiveness; initiative; professionalism; discretion; the ability to thrive independently and as part of a team; experience managing or leading others or projects; communication and interpersonal relationship skills including mentoring and promoting subordinates; managing conflict and fostering productive relationships with internal and external partners; and outstanding written and oral advocacy skills. Management experience is preferred, but not required.

Qualifications

Applicants must possess the following:

Education: Applicants must possess a LL.B., LL.M., or a J.D. degree

-AND-

Bar Membership: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of a U.S. state, territory, Puerto Rico or the District of Columbia (include the month and year of your admission to the bar).

-AND-

Experience: Possess at least 4 years of professional attorney experience in areas related to the functions described above in the Duties section. The experience must demonstrate a thorough and broad knowledge of basic principles in the legal profession and (a) outstanding technical competence to resolve unusually complex and difficult problems or (b) outstanding ability to plan, direct, or coordinate resolution of a legal problem.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants must be a graduate of a school of law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
