This position is part of the R9-Assistant Director-Migratory Birds. As a Wildlife Biologist you will be responsible for States, together with Provinces of Canada, later organized into Flyway Councils (Councils) to provide a forum to collectively address migratory bird issues, promote activities of mutual importance, and to represent these interests and better coordinate with the Service.

Basic Education Requirements:
Degree: biological science that included:

Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to provide long-range resource planning, program direction, coordination and evaluation of migratory bird management; provided complex, controversial, or precedence-setting information to program leaders concerning migratory bird issues; performed work that involves assessing scientific needs of a natural resource organization; implemented an extensive migratory bird research or management programs that included the conception, planning and conduct of scientific studies to inform migratory bird management and policy decisions; and served as an expert technical consultant in wildlife management issues at a national, regional, or state-wide level.
Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
1. Expert knowledge of the principles and practices of wildlife management and the concepts and techniques employed in managing migratory birds and their habitats used to conduct migratory bird research and management programs.
2. Expert knowledge of migratory bird regulations and experience in developing Service and DMBM policies and procedures used to provide guidance for conducting migratory bird management activities.
3. Ability to work with Federal, State, and international management agencies and organizations.
4. Knowledge of statistical methods, techniques, and interpretation of data used to develop scientifically sound management policies and programs for the conservation of migratory birds.
5. Ability to analyze and evaluate complex conservation problems and opportunities as they relate to waterfowl management used to provide recommendations to managers and cooperators.
6. Ability to negotiate with resource managers, cooperative conservation agencies, States, Territories, Provinces, and others to develop and promote Service-endorsed conservation initiatives and ensure regulatory compliance.
7. Ability to communicate orally to present complex scientific information to national and international partners/cooperators at meetings and conferences.
8. Ability to communicate in writing to prepare letters, memoranda, reports, scientific manuscripts, formal agreements, contracts, and environmental assessments.

Public Land Corps (PLC) Hiring Authority:

(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
