These are developmental positions designed to prepare employees for the full performance level work (GS-11). The primary purpose of these positions is to provide biological support on a variety of issues relating to restoration and conservation of fish and wildlife and their habitats. Responsibilities may include:
- Conducting a wide variety of complex biological and ecological surveys, investigations or inspections involving complex land and water resource development actions
- Assessing restoration and project impacts for the involved area
- Assisting or developing fish and/or wildlife recovery or management plans to insure conservation and enhancement of fish and/or wildlife and their habitat for a geographic area having a variety of habitat conditions.
Occasional travel - You may be expected to travel for this position.

QualificationsOnly experience and education obtained by 05/14/2020 will be considered.
BASIC QUALIFICATION REQUIREMENT: In order to meet the basic qualification requirement for the GS-0401 series as a Fish and Wildlife Biologist, your application materials must demonstrate that you meet either A or B below. You must submit copies of transcripts that reflect all of your course work, grades, and hours earned semester and/or quarter, in order to receive consideration for this position.
- Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
- Combination of education and experience that is equivalent to a major in a biological science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
- Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
- One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields: wildlife biology, ecology, or a directly related field appropriate to this position. The education must demonstrate the competencies necessary to do the work of the position; OR
- One year of specialized experience equivalent to the GS-05 grade level in the Federal service that demonstrates your ability to perform the following: assisting in reviewing biological portions of environmental assessment/impact statements or comprehensive resource planning reports to evaluate environmental consequences of proposed actions; researching potential impacts of proposed programs or actions to determine the effects of those programs or actions on threatened and endangered species; assisting with preparing portions of draft biological opinions/assessments as required under Section 7 of the Endangered Species Act (ESA) for the supervisor's review and/or discussion; maintaining and updating files on permits issued for activities associated with endangered, threatened, proposed, and candidate species and their habitats; gathering, organizing, and interpreting biological, ecological, pathological, public use, or other pertinent information to ensure management plans are current; and implementing federal environmental laws (i.e., Endangered Species Act, specifically Sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues; OR
- A combination of education and experience as listed above.
- One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to perform the following: conducting biological or ecological investigations to determine the impact of various land and water development projects upon the fish and/or wildlife resources of an area; reviewing permit applications; assisting in developing comprehensive fish and/or wildlife management plans; preparing portions of draft biological opinions/assessments as required under Section 7 of the Endangered Species Act (ESA); reviewing biological portions of environment assessment/impact statements or resource planning reports; implementing biological work and/or habitat preservation and development work for endangered, threatened, proposed, and candidate species and their habitats; and implementing federal environmental laws (i.e., Endangered Species Act, specifically Sections 7 and 10; Clean Water Act; Fish and Wildlife Coordination Act; National Environmental Policy Act), regulations, and policies involving natural resource issues; OR
- A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include wildlife biology, ecology, or a directly related field appropriate to this position; OR
- A combination of education and experience as listed above.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
- Knowledge of the theory, principles and methods of fish and wildlife biology, fishery biology, and/or wildlife biology and a working familiarity with related disciplines.
- Knowledge of applicable Federal environmental laws and Executive Orders, (e.g., Endangered Species Act, National Environment Policy Act, Coastal Barrier Resources Act, Clean Water Act, Marine Mammal Protection Act, Fish and Wildlife Coordination Act, Oil Pollution Act and Comprehensive Environmental Response, Compensation, and Liability Act); of other Federal regulations; and of Service/Department policies or guidelines in order to ensure that legal standards are met in the review of proposed land and water resource development projects (Federal, Tribal, State, commercial industry, and surrounding landowners/FWP).
- Ability to research literature (including familiarity with appropriate scientific journals and computer searching processes),analyze data, and apply scientific methods as related to the formulation of mitigation or management plans and recovery packages and related documents.
- Ability to communicate orally to inform peers and cooperators/partners, explain results, and present information at meetings.
- Ability to communicate in writing to prepare correspondence, and reports for diverse audiences
