The purpose of the position is to plan, coordinate, direct, and implement the medical readiness administrative programs of the state and provide oversight for the other programs located in the Office of the State Surgeon.
(1) Oversees and manages the medical readiness program of the state, which includes planning, coordinating, and providing guidance to all medical resources within the state.
(2) Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations.
(3) Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, the DCS, G-1, and as a liaison with all State, NGB, and Federal organizations concerning medical matters.
(4) Manages all resources budgeted to the state for medical programs.
(5) Supervises Preventive Medicine Section personnel.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

DESCRIPTION OF WORK: Dual Status technician positions in this series manage health services activities, including plans and operations, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, and aeromedical evacuation. Directs the hospital accreditation program and management improvement studies. Provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Manages and performs public health activities and programs. Provides administrative oversight to the Preventive Health Assessment and Individual Medical Readiness Program and the related Occupational Health programs.
GENERAL EXPERIENCE:
Must be certified at the GS-12 level before being eligible and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the GS-12 level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Must possess at least 12 months experience at a journeyman career skill competency level in the medical service core functions, which are defined as health facilities; health plan management; medical resources; health care information management and information technology; medical logistics; or, medical readiness, to include aeromedical evacuation. Must have at least 12 months experience, education, and training that resulted in competent skills and knowledge of the principles and practices related to the management of health care delivery systems. Have experiences in analyzing and recommending solutions to complicated problems related to health systems. Experiences must include a thorough and distinctive knowledge of health care delivery systems in regard to missions, organizations, programs, and requirements.
Must have experiences in managing and supervising Health Services Program work functions and discipline requirements. Experienced in managing personnel that included leading, directing, and assigning tasks and projects to personnel. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted squadron employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Must have experiences in planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Must have experiences involved with balancing Health Services program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issues. Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes. Previous supervisory experiences created improvements in mentoring, training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences or endorsements on mentorship competencies. Must have working knowledge of equal employment and affirmative action programs.
