As a Contracting Specialist in the Bureau of Near Eastern Affairs and South and Central Asian Affairs, Executive Office Domestic Services Division (NEA-SCA/EX/DSD), the incumbent of this position is responsible for providing contract administration, procurement planning, and competitive market analysis, including serving as a Contracting Officer's Representative (COR). - Performs the full range of contract administration responsibilities including: approves incremental funding, prepares rate and cost adjustments, coordinates time extensions, etc.
- Reviews and approves progress and final payments in a regularly updated invoice tracking spreadsheet; and closes out contracts.
- Resolves complex, high-dollar, and/or sensitive issues and reviews contractor performance.
- Prepares, processes, evaluates, and maintains contracts, including maintaining task order tracking spreadsheets.
- Performs COR functions in compliance with Department of State rules and regulations

Applicants applying for the GS-12 grade level must meet one of the following requirements to qualify for this position:
A. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university. Qualifying specialized experience must demonstrate the following:
- Experience processing, evaluating, maintaining and monitoring contracts for tracking and reporting purposes.
- Experience providing guidance and oversight to Government Technical Managers (GTMs);
- Experience resolving complex contractual disputes between the contractor and the Bureau of Administration, Office of Acquisition Management (AQM); and
- Experience approving incremental funding, in preparation of rate and cost adjustments.
B. Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.
C. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "undergraduate" study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
D. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
