GENERAL EXPERIENCE: Experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight.
SPECIALIZED EXPERIENCE: 1) Advanced features of the C-130J and other "glass cockpit" equipped heavy transport aircraft, have eliminated the need for navigator and flight engineer positions. However, many of the duties associated with those positions have remained. As the "sole aircrew technician" the loadmaster has assumed those duties. Conversion training for the load master involves classroom instruction and flight training on all or most aircraft systems
(2) The incumbent's new responsibilities include serving as a safety observer in backing up the pilot/copilot in aircraft configuration, altitude/attitude/airspeed awareness, takeoff/landing clearance, and fuel panel monitoring. The incumbent preflight inspects the aircraft interior and exterior to include engines, fuselage, and control surfaces; performs functional checks of all aircraft systems, flight instruments, and onboard computers as applicable, loading data into onboard aircraft computers; reviews aircraft maintenance documentation and ensures aircraft maintenance status complies with the command operating restrictions and the applicable flight manual; coordinates with aircraft maintenance personnel to ensure availability of aircraft; determines takeoff, in-flight, and landing data based on terrain, runways, weather conditions, and aircraft weight/configuration; assists pilots with engine starting and ground operations when mission dictates; advises the pilot on engine performance, monitors departure procedures, routing and altitude clearances; monitors engine and aircraft system performance during all aircraft operations, analyzes instrument readings, and identifies abnormal indications or system malfunctions; observes warning indicators and lights for fire, overheating, depressurization, or other malfunctions; advises the aircraft commander, and initiates corrective or emergency actions; operates and regulates environmental, hydraulic, fuel, electrical, pressurization, radar and other systems as required by the applicable flight manual; operates built-in test and trouble shooting systems; monitors air traffic control transmissions, power settings, airspeeds, altitudes and cruise performance; and records fuel consumption, range, and in-flight performance data.
(3) The additional duties, performed as a "sole" aircrew technician, require a significant increase in knowledge and skills. The DoD guidance for grading "sole " aircrew technicians indicates, at the GS-10 level, that the technician applies knowledge and skills concerned with all primary aircraft systems critical to the performance of the aircraft and, in addition, in those aircraft not having one or more of the primary crew positions, skill and knowledge sufficient to accomplish the mission of that position, "i.e., in aircraft not have a navigator position, knowledge and skill to load information and operate the Inertial or Global Navigation Systems." The C-130J and C-17 no longer have a requirement for technical navigation duties such as extracting course data from charts and maps and loading waypoint information into the Inertial and Global Navigation Units. Those functions have been automated. The knowledge and skills listed in paragraph 3(a)(2) above are more representative of the substantive knowledge and skills of a flight engineer. Therefore, GS-09 is considered the correct grade for the Knowledge and Skills factor.
b. Responsibility: The incumbent directly assists the pilot in the operation of the aircraft. Before conversion to the C-130J model and the C-17, the loadmaster duties related primarily to the cargo compartment, involving airlift of personnel and cargo and aerial delivery missions. Aircraft systems operated by the loadmaster were generally related to the cargo area. As required by the DoD Guide at the GS-09 level, the assignment for the Loadmaster now involves responsibility for the interrelationship of all aircraft systems, greater variety of possible causes of malfunctions; and consideration of alternatives in taking corrective action. The GS-09 level is appropriate for the responsibilities of this position.
c. Hazards Involved: The GS-09 level of the DOD Supplemental Guidance for Aircrew Technician Series discusses assignments involving hazards such as operating primary systems critical to the performance of the aircraft in actual or simulated tactical environment, including training sorties, aggressive maneuvers, low level flights, formation flights, maximum effort takeoffs and landings, or frequent operations from short, unimproved airfields. This position substantially matches those requirements. GS-09 is therefore assigned for the hazards involved.
d. Instructor Duties: Technicians assigned to this position have as their primary responsibility instructing and/or examining assignments in addition to the full performance level knowledge and skills for aircrew specialty work. As indicated in Part II of the GS-2185 standard, nonsupervisory instructor positions are classified one grade above the full performance level aircrew job for which instruction is provided. Since all of the primary factors are graded at the GS-09 level, the addition of one grade for instructor/examiner duties results in a final grade determination of GS-10.
