Serves as the Administrative Officer for the Office of Safety Recommendations and Communications (SRC) and is responsible for the preparation of annual office budgets, financial management, and fund allocation plans, and for office wide accounting functions. Incumbent develops guidelines and procedures for control of these functions. The incumbent is also responsible for all SRC administrative functions and for coordination of office personnel, procurement, and other administrative areas.

Status Candidates (Merit Promotion and VEOA Eligibles)
1. Performs budget administration functions at the office level in the preparation, execution, and monitoring of the annual budget for office. Prepares reports on status of funds, expenses, and obligations. Establishes and maintains fund control procedures and reconciles records with OFCO reports.
2. Comprehensive knowledge of the principles, rules and regulations governing the administrative field. Responsible for all administrative programs of the office including human resources, budget, travel, payroll, purchase card program, procurement and contracting.
3. Assists with annual training plan for office while maintaining budgetary oversight for training funds. Makes recommendations to management based on budget status and actual spending. Maintains proficiency and expertise in agency systems such as training, travel, time and attendance, and trains SRC staff in their use.
4. Provides support to office management for meetings in preparing meeting agendas, distributing minutes and tracking of deadlines. Clearly communicates information to management for effective evaluation of program operations and milestones.
5. Serves as the liaison with the Human Resources Division for all personnel and administrative functions for the office. Oversees the initiation and approval of personnel actions to effect hiring, promotions, awards, transfers, and other personnel actions.
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
