The Administrative Officer (AO) position is located at the Durham VA Health Care System (VAHCS) in Durham, North Carolina within the Administrative Core/Section of Health Services Research and Development (HSR&D). The Administrative Officer is responsible for all national and local activities managed for HSR&D at Durham VAHCS. Duties include but are not limited to the following:
- Monitors personnel management and utilization, financial matters, property, space, supplies and equipment, and management reports.
- Acts as representative of Center Director to carry out duties.
- Develops research management concepts, organizational linkages, and financial arrangements for all programs falling under Center.
- Plans, develops, and directs the administrative and operational activities of Service.
- Manages multiple fiscal functions for multiple research programs to achieve efficiency of operation.
- Performs budgetary planning and fiscal management. Directs contractual and credit card procurements.
- Develops integrated budget plans and gathers and analyzes the needs of all research programs within the Service.
- Participates in the development of long and short range plans, goals,and objectives of service.
- Evaluates space utilization and recommends adjustments based on space needs.
- Adheres to manuals and policies relevant to staff functions for the completion of research missions and objectives.
- Assists with development, evaluation, and monitoring of integrated strategic and business plans for all activities within the
Service.
- Advises all staff on personnel policies related to recruitment, promotion, position classification, and performance planning and evaluation.
- Evaluates and coordinates employee utilization during periodic research projects/program changes.
- Initiates or controls all personnel requests and serves as primary contact with Human Resources Service.
- Provides in-depth advice and assistance to all staff on all areas of personnel management.
