Assesses the effectiveness of managers or management teams, programs, policies, and procedures for effective and efficient use of resources and/or customer satisfaction with products and services. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Manages multiple projects and related issues simultaneously. Assists customers to ensure current and future activities are aligned with agency and service unit goals. Conducts systems analyses to determine causal factors, and identify and recommend solutions.
Develops evaluation scope, assembles evaluation team which may have ad hoc member, and coordinates schedule and travel for the team. Collects and analyzes pre-evaluation and on-site data. Conducts interviews and reviews/analyzes all information gathered. Typical assignments may include: providing guidance to less-experienced professionals; leading large project/program teams; defining and developing internal policies and procedures. Predicts potential issues and proposes preventive actions using business analysis techniques.
Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
Briefs management officials at the beginning and end of site visits and after final report is prepared to communicate the purpose and results of the evaluation. Proofreads and prepares reports that detail the evaluation process, results, findings, and corrective actions. Provides leadership and organization to ad hoc teams. Collaborates effectively with all levels of management in a large organization.
Observes training needs of team members and relays needs to the supervisor. Assures production and accuracy requirements are met, and reports to supervisor on team member productivity. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I , FG/GS-13 in the Federal Service.
