The incumbent provides direction, supervision, and managerial oversight for the delivery of Career & Leadership Development services, implementation of corporate AHR development policies and procedures, and the implementation of FAA Leadership and Learning Institute courses and services. Manages the work of a large, multi-level organization typically through subordinate managers. Integrates work of multiple organizations to meet strategic goals of AHD, AHR, and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.
The incumbent acts directly on behalf of the Director and is charged with making strategic and operational planning decisions in support of the AHD mission. As a complementary resource to the Director, the incumbent is responsible for leading, directing and managing the full range of AHD functions in the Director’s absence, including coordinating AHD projects and aligning those projects strategically across organizational and disciplinary lines within AHR and the FAA. The incumbent presents AHD interests at FAA meetings and is a key player in workings groups, committees and initiatives involving talent and leadership development.
Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivisions, the LOB/SO, and the FAA. Specific duties include: reviewing AHD’s strategic and operational work plans, services and work products to provide input, guidance and suggestions on improvements in order to achieve program goals; leading, supervising and coaching AHD staff by developing and monitoring performance goals, standards and metrics to measure outputs and improve individual and organizational performance; collaborating with internal and external stakeholders to build, develop and promote AHD strategic requirements to ensure AHD functions and resources to support AHR and agency requirements; build strategic partnerships and collaborative relationships across lines of business (LOB) and staff offices (SO) in order to provide timely and effective support to FAA employees, supervisors, managers, and executives.
Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where LOB/SO or FAA-wide interests are at stake.
Provides consultation to senior AHD managers on strategic planning, business transformation strategies and specific initiatives and actions that achieve program excellence and drive the FAA to a high performance organization. Manages projects and programs, including contracts and acquisitions to ensure projects are well-defined, resource appropriately and managed effectively. Analyzes qualitative data to determine program effectiveness and to identify any gaps between actual and desired results.
Leverage in-depth knowledge of the FAA customer organizations and organizational culture to navigate internal politics, engage critical stakeholders and ensure successful program implementation. Leads coordination of supporting materials for high-profile inquiry and issue responses and briefings. Develops the overall AHD communications strategy in order to ensure consistency with AHR and agency messaging, oversees administration of the AHD budget and coordinates AHD personnel actions and training.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
