    Serves as Principal Technical Manager of Engineering and Deputy Director for the Engineering Directorate responsible for planning, directing, managing, coordinating and implementing one or more phases of exploratory development of a critical chemical biological defense (CBD) program consisting of complex military items, materials, and systems urgently needed for the warfighter and national defense.

    • Works in collaboration with the Director to develop policy, manage and direct the Center program involving engineering development and technical support for the program life cycle of Chemical Biological Defense (CBD) systems.
    • Provides resource management oversight and expert organizational, financial, and technical advice for $150-$200 million dollar cutting edge research and development activities.
    • Serves as the Center client manager for the Joint Program Executive Officer for Chemical Biological Defense (JPEO-CBD), and six subordinate Joint Project Managers.
    • Responsible for providing personnel resources through matrix arrangements to support the Joint Service programs.
    • Supervises the financial process, product engineering, acquisition logistics, human capital management, and strategic planning and business operations for the directorate.
    • Approves or rejects program plans/approaches; implements major changes in program emphasis; and/or changes in program objectives in light of available resources and limits of technology.
    • Resolves diverse problems and makes decisions on controversial technical issues that cut across various organizational boundaries.
    • Reviews, approves/disapproves justifications for personnel requirements and allocation of manpower spaces among division projects.
    • Assures effective workload distribution and full utilization of manpower in relation to requirements, and identification/elimination of unessential position/activities.
