GS-15: Supervisory Program Manager performs the following duties; but not limited to:
Serves as the national subject matter expert in developing and formulating employment-based immigration legislation, regulations, and policy guidance.
Serves as senior liaison to Federal immigration and enforcement agencies, immigration related associations, and other external stakeholder interest groups to support the effective management of these regulated entities.
Writes and manages complex studies of existing, new and proposed legislation and regulations to determine impact on OFLC immigration programs or immigration generally.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform duties of the position.
Specialized Experience: Applicants must meet the below example of specialized experience.
Experience leading staff in the development and implementation of legislation, regulations, and policies addressing immigrant and non-immigrant visa programs, including application of the Immigration and Nationality Act and other laws related to immigration issues.
