EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In the position of Lead Human Resources Information Systems (HRIS) you will be serving as a Team Lead responsible for planning and directing a group of Human Capital analysts and System experts. Typical duties include:
- Providing guidance and render decisions on complex HR program challenges through review of completed work. Serves as a technical expert and adviser for HR automated information systems and HR data analysis within OCCHCO. Advises on the latest developments and projections in the field of HR data analysis and information technology.
- Providing authoritative advice, assistance, and guidance to customers, supervisors and managers on highly complex and novel problems and sensitive HR data analytics, management information systems, and human capital analytics issues.
- Evaluating and interpreting pertinent legislation and new or revised OPM and DHS policies or directives, conducts studies concerning FEMA-wide and/or Government-wide human resources issues, and analyzes the requirements of FEMA activities.
- Advising operating officials and others on the technical and operational aspects of human resources programs and works with such officials to ensure proper planning and conduct of the programs. Participates in staff meetings, briefings, etc., and contributes recommendations or alternatives concerning the overall workings of the programs.
