• Serves as an action officer on CSD issues within the Russia Team’s External Engagement Unit. As such, coordinates requirements of the National Security Council (NSC), developing and synchronizing policy and programmatic approaches across the U.S. Government (USG) and with foreign government partners.
• Functions as a subject matter expert, strategist and key point of contact in coordinating, de conflicting, and synchronizing CSD plans; recommends enhancements or changes to better enable the Center and the broader USG to achieve operational success; works to expand the Center’s coordination with foreign government partners, civil society organizations and think tank/academia experts; and provides expertise and advisory services to help foreign partners understand USG policies, motivations, resources, and constraints in cultivating greater cooperation and to achieve USG objectives.
• Monitors, identifies, and responds to developing and evolving political situations and related intelligence assessments around the world that concern activities and messaging of the designated threat actor as they shape how the Center’s efforts are coordinated and de conflicted with USG and external partners.
• Provides expert analysis, development, and coordination of strategic plans for enhancing whole of government efforts and capabilities to identify, address, and mitigate disinformation activities of the designated threat actor.
• Represents the Department in interagency meetings, on multi-lateral committees and working groups, which s/he may lead, and at conferences as an expert in the analysis of policy relevant issues, trends, and developments. Represents the Center as a subject matter expert to various forums inside and outside the Department, including speaking to audiences and consulting on policy decisions as requested and advising operational teams.

Applicants must have the required experience or education as described below and meet any selective factors, when specified. BASIC REQUIREMENTS: Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods. OR Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education. OR Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)
IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
• Experience in conducting sensitive and high-profile negotiations to gain consensuses and/or to resolve significant differences across USG, and/or other foreign governments with respect to countering Russian disinformation activities.
• Experience in policy decision-making processes related to U.S. multilateral engagement in international political affairs.
• Experience in establishing liaisons throughout foreign affairs and intelligence communities, and/or with USG agencies, international organizations and foreign governments.
