This position supports the Flight Program Operations (FPO), Aviation Technology Group as a company Flight Test Pilot and Organization Designation Authorization (ODA) Test Pilot Unit Member (UM). Duties include: conducts tests flights for developmental, show-compliance, operational, and postproduction testing, authors test plans for all categories of flight test, manages flight test risk assessment process, authors system descriptions, normal, abnormal, and emergency procedures for Aircraft F-light Manual Supplements, completes flight test data analysis and reports, participates in design decisions on aircraft modifications, assists development of training for new aircraft equipment and modifications. These duties require collaboration with multiple groups within the Aircraft Operations and Aircraft Maintenance directorates and significant work with the Aircraft Engineering Team, Maintenance Support Group, and Maintenance Services Group.
Applies knowledge of engineering principals, theories and concepts and provides input regarding the design and modification of structural and mechanical systems for FAA aircraft in support of research, development, and testing (RD&T) activities within Flight Program Operations.
ODA Unit Member delegated functions include aircraft performance, flight characteristics. hydraulic, electrical, and pneumatic, flight instruments and systems, auto control systems, operating limitations and procedures. When flight testing is required which exceeds the authorizations or capabilities of the ODA or the ODA Test Pilot, duties may include flying with factory or contract test pilots qualified to perform specialized flight tests. Serves as final authority in determining feasibility, of the flight test mission plan regarding the selection of test aircraft, location of test site, acceptability of weather conditions, proposed flight test envelope factors (for example, speed, altitude, maneuvers, loading conditions) and is responsible for safe operation of the aircraft and effective conduct of the test mission. Directs the activities of all flight crew and protect personnel on board the aircraft during the conduct of the flight test mission. Incumbent will maintain flight currency in one or more of the FPO primary missions.
The incumbent reports to the first line manager and receives general and policy guidance. The incumbent is relied upon to provide timely and adequate support to technical projects and management programs. The flight test pilot has wide latitude within policy framework of the organization for independent judgment, making decisions, implementing policies and procedures, and directing the outcome of tasked projects and programs. Results of the work are normally accepted without significant change.
This position requires an Airline Transport Pilot (ATP) and Class I medical certificate.
Serves as flight test pilot engineering pilot with knowledge and experience in aircraft electrical, structural. systems and propulsion aspects needed to conduct certification aspects of experimental and general purpose aircraft modifications.
Plans. coordinates and seeks approvals related to cockpit human factors and aircraft performance factors involved in R&D system installations in Center aircraft.
Serves as consultant and advisor on the full range of issues related to aircraft operations.
Develops and seeks approval of Flight Manual Supplements and operational/pilot manual.
The incumbent is delegated project management duties to include preparation and collaboration on preliminary design reviews, critical design reviews, statements of work, performance work statements, meetings, and status reports.
May be required to travel to remote locations and to fly in government or other aircraft with standard or experimental airworthiness certification. May be required to participate and/or lead classified projects requiring a security classification of secret.

Minimum Eligibility Requirements: Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.

TOTAL FLIGHT TIME - 1750 Hours Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.
PILOT-IN-COMMAND TIME - 1150 Hours Only flight hours acquired as pilot-in-command are creditable.
*Flight test positions also require completion of a flight test course such as a military flight test school or the FAA flight test pilot course, or at least 1 year of experience either flight testing aircraft for engineering approval (civilian or military) or analyzing aircraft performance data.
NIGHT FLYING TIME - 75 Hours For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.
FLYING TIME, LAST 12 MONTHS - 100 Hours For inservice placement actions, up to one-half of the flight hours may be waived provided the applicants total background reflects the ability to perform the duties of the position safely. NOTE: Flight time in a FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3.
MULTIENGINE AIRPLANE TIME - 500 Hours Experience may have been in either light or heavy multi-engine airplanes.
INSTRUMENT TIME - 75 Hours At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time; e.g., hood instrument.
FLIGHT CHECK - A pre-employment flight test may be required, except for previous FG-2181, Airspace System Inspection Pilots, who have flown under Flight Program Operations Air Operator Certificate within the last 24 months.
