    SALARY LISTED IS FOR THE RUS SCALE, AND WILL BE ADJUSTED DEPENDING UPON THE LOCATION OF THE SELECTEE.

    The incumbent will serve as a Senior Human Resources Specialist and provide a full range of Position Classification consultative services for the VISN 23 VA Midwest Health Care Network Consolidated Classification Unit (CCU).

    Responsibilities

    In consultation with the manager supervisor, he/she will assign titles, series, pay plans, grades and other characteristics to federal positions in professional, scientific, research, development, administrative, technical and other fields; exercise delegated classification authority to develop and evaluate/certify position responsibilities for position actions; classify jobs and prepare necessary documentation in the FWS and GS classification and job grading systems; conduct on-site or telephonic audits, and prepare written evaluation statements as required and process individual actions. In addition, incumbent will provide expert advice and assistance with classification appeal procedures to meet VA and OPM requirements; provide managers and employees with information about the organization's HR (Classification) policies, procedures, and guidelines; provide technical advice to and assist HR staff; compares position with other like positions at all levels to ensure proper consistency; analyzes organization's programs for impact on efficiency and productivity; advises officials on the resource/position management program; responds in a timely manner to customer inquiries or requests providing appropriate attention to customer needs, and reviews draft regulations, standards, or other guidance for impact on service organizations. Incumbent independently determines the degree of regulatory compliance, classification accuracy, and other classification program requirements for a local organization. Develops and monitors proposals or plans related to the implementation of classification programs; analyzes policy, regulations and/or standards covering position classification activities, or functions. Recurring travel to VISN 23 work sites will be expected.
