(1) Provides administrative oversight of the Quality Assurance (QA) Program.
(2) Independently conducts various reviews to assess organizational performance.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", OF-306, Declaration of Federal Employment" and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

DESCRIPTION OF WORK: This Financial Administration and Program Series GS-0501 covers two-grade interval work to perform, supervise, and/or manage administrative fiscal, financial management, accounting or budgetary nature that is not classifiable to another more specific professional or administrative series in the Accounting and Budget Group, GS-0500. The primary purpose of this series is to provide analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions. The GS-0501 positions involve competencies (skills, knowledge, abilities, and behaviors) in analysis, research, writing, and judgment typically gained through academic education or progressively responsible experiences. This work requires knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting. Positions in this series require analytical abilities; skills in applying problem solving techniques; and, skills in communicating effectively both orally and in writing. The positions perform work that follows established methods and procedures; uses practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and, typically learns to do the work through specialized experiences.
GENERAL EXPERIENCE:
Must possess experience in collecting and analyzing data effectively, efficiently, and accurately; experience in presenting formal training presentations and briefings; and experience in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE:
Must possess at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirements. An ANG applicant must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. An ANG applicant must have a working knowledge on planning, coordinating, and performing comprehensive reviews, special studies and selective internal examinations of base level financial management programs. Skilled in performing administrative oversight of the Quality Assurance (QA) Program. Skilled in examining the effectiveness of procedures and determining if supervisors are recording quality data upon which accurate management conclusions and decisions are based. Skilled in researching, developing, modifying, and maintaining qualitative standards used to evaluate and monitor performance indicators. Competent in providing technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case he/she must complete the certification in the original 2-year period.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

TENURE: GROUP III - INDEFINITE
