The Executive Director directs the world-wide activities and exercises matrix management and supervisory control over military and civilian personnel assigned globally to conduct criminal investigations, counterintelligence and security services in support of Special Access Programs and related matters. The Executive Director will organize, structure, and determine resource requirements to conduct law enforcement, counterintelligence, security and cybersecurity missions in accordance with all applicable guidance. The Executive Director leads and manages the agency's strategic direction and planning to provide law enforcement, counterintelligence, security and cybersecurity capabilities to mission areas specified. The Executive Director maintains direct liaison with senior officials of the Department of Defense and other US Government entities relevant to the conduct of the Office of Special Project's mission.
There is no educational requirement for this position.

Air Force's Senior Leader Orientation Course (SLOC). Attendance is generally required within 12 months of appointment, subject to course availability.

Emergency Essential position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency Essential duties until relieved by proper authority. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency Essential position and requires that the incumbent, or designated alternate, be removed from military recall status. Employee must sign DD Form 2365 as a condition of employment.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

A Resume-based Senior Executive Service (SES) Hiring Method will be used for this recruitment. This method provides an alternative to the traditional submission that requires applicants to submit a resume and a 10-page written ECQ narrative statement. Please note: Applicants must demonstrate their mastery of ECQs and technical competencies through their resumes. Only candidates that demonstrate mastery of ECQs and technical competencies will be invited for an interview. In Lieu of an ECQ narrative, the Air Force will submit to OPM information on the selected candidate's demonstrated ECQs. Once the Air Force Executive Resources Board and the Under Secretary of the Air Force approves the selected candidate, the Air Force Senior Executive Management Office will submit a QRB Template to OPM for certification of the candidate's ECQs. This template will include the candidate's demonstrated executive and leadership experience obtained from interviews and other materials acquired during the merit staffing process.
PLEASE NOTE: This position may also be filled under Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019. This permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).
A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.
Applications will be evaluated against the qualifications requirements. Failure to meet any one of the Mandatory, Technical or Executive Core Qualifications standards will eliminate a candidate from further consideration.
Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus on the resume packages demonstrating a high degree of the executive core qualifications and technical competencies. Only those applicants whose packages demonstrate a mastery of ECQs and technical competencies are selected for interviews. Post interview, the panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board, the Under Secretary of the Air Force and OPM Quality Review Board (QRB) Certification.
