The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. The CIO directs the development, implementation, maintenance, enhancement, and operation of the USPTO automated information systems and the development of supporting strategic and operational plans; manages the USPTO computer facilities, equipment, and telecommunications network; manages development, maintenance, and dissemination of patent and trademark information to the public; serves as the Agency’s Senior Information Technology (IT) official, and provides administrative and policy direction to the organizational elements reporting to the Chief Information Officer.
These positions are located in the Office of Application Engineering and Development (AED) that is responsible for the full life cycle management of the USPTO’s automated information systems, consistent with the USPTO’s strategic IT plans and supporting technical architecture. AED designs, develops the systems and validates that the business areas’ functional and performance requirements are met prior to delivery to Operations for production testing and deployment.

The Patent Systems Division implements technical business solutions for the Patents Business Unit. This division is responsible for the communications, collaboration, project management, basic technology practices/development/processes, resource management, and system/business analysis necessary to support buildable and testable requirements for delivering professional information technology services and solutions to the Patents Business Unit. The Division is divided into two branches that specialize in the Patents systems that support: Patent processing and infrastructure; and Patent intake and search.
The Trademark Systems Division implements technical business solutions for the Trademark Business Unit. This division is responsible for the communications, collaboration, project management, basic technology practices/development/processes, resource management, and system/business analysis necessary to support buildable and testable requirements for delivering professional information technology services and solutions to the Trademarks Business Unit. The division is divided into two branches responsible for technical solutions primarily focused on: Trademark application intake and examination; and Trademark search, records management and other operations functions.
The selectee will serve as Division Director for Patent Systems Division or Trademark System Division within AED.
