    Responsibilities

    This position is located within the Department of the Interior, Office of the Secretary, Office of Strategic Employee and Organization Development, in Denver, CO or may also be filled in Washington, DC.  The incumbent will apply advanced technical knowledge of theories and practices related to personnel psychology to accomplish assignments and to develop plans and techniques to improve supervisory and leadership development programs and policies.

    At the full performance level (GS-13) the major duties of this position include, but are not limited to the following

    1. Apply personnel psychology theories and practices to accomplish assignments and develop plans and techniques to improve supervisory and leadership development programs and policies. Identify and evaluate alternative methodologies based on applicable scientific research with respect to validity, consistency, effectiveness, and ease of administration/application.
    2. Serve as a project manager addressing and developing assessment tools for employee selection/development, organizational assessments, and other human capital issues that require the application of new and emerging theories, approaches and testing methods.
    3. Identifies and improves processes for identifying current and future skill/competency gaps and ensures managers and employees have the ability to assess skill/competency gaps. Assists management with gap action planning and related evaluation and monitoring.
    4. Organizes, coordinates, and provides science-based quality control oversight for contract support enlisted to meet DOI human capital needs.
    5. Implements multi-level evaluation process to collect and analyze program data, including survey design, focus groups, interviews, and data analysis. Uses results to make program improvements and identify implications for other talent management programs (e.g., workforce and succession planning).
    6. Advises HR, learning, and management officials regarding appropriate uses and limitations of personnel measurement devices, or survey techniques in gathering data for use in training and development, supervisory and leadership initiatives, organizational assessments, and human capital initiatives.
    7. Write policies, research papers, and technical reports and make oral presentations and briefings to management on a variety of assessment issues, often recommending well-researched new approaches, and/or explaining unusual or unexpected data trends.

    The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Information:

    Washington, DC: GS-11:  $72,030 - $93,638 per annum. GS-12:  $86,335 - $112,240 per annum GS-13:  $102,663 - $133,465 per annum. 

    Denver, CO: GS-11:  $70,181 - $91,234 per annum. GS-12:  $84,118 - $109,358 per annum GS-13:  $100,027 - $130,039 per annum.  First time hires to the Federal government normally start at the lower salary range of the grade level.

    Industrial Organization Psychology preferred but not required.

    Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.       

    Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.
