This position is responsible for contract administration, design, and estimating on construction projects for high voltage electrical substations, high voltage electrical transmission lines, communication sites, buildings, and erosion repair. The contract administration duties consist of reviewing material submittals, evaluating schedules, responding to correspondence, preparing contract modifications, and assisting the field engineering staff in solving technical problems. Other duties include the review of specifications and drawings for errors and omissions, consolidating specification review comments, creating solicitation amendments, preparing engineering designs for buildings and site improvements, and preparing Government estimates for new projects and for contract changes

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS-9 Assisted higher graded Engineers in the methods and techniques of civil engineering that would enable the engineer to independently perform assignments in planning, organizing, coordinating, or preparing of engineering estimates, designs, field data collection (surveys or geological investigations), drawings and specifications for a diverse variety of civil projects such as buildings, structure foundations, asphalt and concrete pavements, roofs, drainage facilities, fencing, gates, piping, containment ponds, and environmental issues. Experience producing drawings for civil engineering projects using AutoCAD.
GS-11 Experience in planning, organizing, coordinating, or preparing of engineering estimates, designs, field data collection (surveys or geological investigations), drawings and specifications for a diverse variety of civil type projects such as buildings, structure foundations, asphalt and concrete pavements, roofs, drainage facilities, fencing, gates, piping, containment ponds and environmental issues.
GS-12 Mastery of civil engineering principles and practices as well as project management as they relate to planning, organizing, coordinating, or preparing of engineering estimates, designs, drawings and specifications for a diverse variety of civil type projects such as buildings, structure foundations, asphalt and concrete pavements, roofs, drainage facilities, fencing, gates, piping, containment ponds and environmental issues.
