ResponsibilitiesAs a Supervisory Human Resources Specialist, you will:- Direct the Strategic, Workforce, and Succession Planning Division of the Office of the Chief Human Capital Officer (OCHCO).
- Direct sophisticated, detailed analyses of the Department’s workforce and the preparation of succession plans that address HUD Mission Critical Occupations (MCOs), federal-wide MCOs, and cross-cutting skills.
- Oversee development of the Human Capital Operations Plan (HCOP) and the strategic alignment with high level Departmental plans.
- Manage division resources to maximize the effective and efficient use of funds and employee skills.
- Direct development of division budget and staffing plans. Ensures that plans and forecasts accurately account for current and future requirements.

Specialized Experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes experience leading a team and providing support and guidance to senior leadership applicable to human resources on workforce and succession planning, data analytics, major policy initiatives, and management priorities.
Examples of experience may include:
- Leading HR workforce and succession planning initiatives and major programmatic studies to enhance mission performance in support of organizational goals and objectives.
- Designing and leading novel, sophisticated, and complex research projects, studies, and analyses, including, but not limited to workforce planning, succession planning, career paths, and organizational development.
- Creating, managing, and developing client relationships by delivering high quality consulting services.
- Determine agency workforce development needs through detailed analysis of employment and demographic data, current and anticipated missions and programs, and changes in training methods and technology.
- Partnering with stakeholders to assist in the data collection and trend analysis of impacts for thoroughly integrated, coordinated Human Capital Initiatives.
- Preparing briefing materials, speeches, etc. for senior officials on significant HR issues for presentation to senior government and /or industry groups.
- Researching and interpreting directives or other authorities on a variety of issues or governmental regulations related to human resources and communicating findings to senior leaders.
- Planning, directing, and supervising staff in the delivery of HR consultation and advisory services, ensuring management representation on highly complex and technical HR matters.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment:
