This position is located in the Bureau of Land Management, Oregon State Office, NW Oregon District, located in Salem, Oregon and will be responsible for applying the policies and programs of the Department of Interior in the management of natural resources on the public lands. As the principal line officer for the District, you serve as the focal point for providing leadership, motivation, direction, and decisions required to implement and carry out multiple-use and ecosystem management of major resources (e.g., timber, water, wildlife, recreation, and renewable/non-renewable energy extraction or development) consistent with Bureau and Departmental policies and within delegated authority. The incumbent is directly accountable to the OR/WA State Director, within the framework of applicable laws, delegations, directives, and other guidelines and/or limitations for assuring that all necessary activities relating to the administration of the land and resources under her/his jurisdiction are identified and properly accomplished. Works under broad principles of policy as set forth by established objectives by the Washington Directorates and the State Director. The guidelines controlling the District Manager's work are general and broad in nature, and depend upon the use of analysis and trained judgment plus the application of technical and team management principals to satisfactorily reach the desired objective. The incumbent is responsible for coordinating district activities through a district leadership team for managing renewable and non-renewable resources; associated socio- economic and tribal issues; support services including administrative, engineering, procurement; human resource related actions; law enforcement and fire suppression.
Physical Demands: The work is primarily sedentary; the job does require intermittent physical exertion such as walking over rough or rocky terrain when reviewing field operations, but it is not on a sustained or regular basis.
Work Environment: The work is usually performed in an office setting. Occasionally some exposure to discomfort or risk is encountered on field trips such as extreme heat or cold or exposure to fire situations.

TO QUALIFY FOR A TEMPORARY PROMOTION: Applicants must meet the specialized experience requirements below.
Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-13) of the position to be filled. Example: Experience that demonstrates a comprehensive knowledge supervising and/or leading professional work related to natural resource management principles which involve administering resources in a multi-use environment, such as watershed, realty functions, minerals, recreation, wildlife habitat, cultural resources, protection (including fire control), livestock forage and automation.
There is no substitution of education for experience at the GS-12 and above grade levels.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
