    Summary

    The Board of Veterans Appeals (Board/BVA) is the component of the VA that is responsible for entering the final decision on behalf of the Secretary in each of the thousands of claims for entitlement to veterans' benefits that are presented annually for appellate review. The Deputy Vice Chairman (DVC) position asserts executive leadership for fulfilling the BVA mission.

    Responsibilities

    The Deputy Vice Chairman (DVC) will function as an active member of the Board's top management team and is engaged in all aspects of strategic planning; balancing ongoing transformation with continuity, stability and discipline of operations. This position works closely with the Department's General Counsel and senior officials of VBA, VHA and NCA on legal and regulatory compliance initiatives. The position requires the ability to resolve issues relative to interpretations of law while ensuring decisions are in conformance with requirements of the law including the US Court of Appeals for Veterans Claims.

    The incumbent is responsible for providing legal and policy guidance to all Board Members and staff counsel; continuous supervision over quality and qualitative goals; identifying weakness and recommending appropriate training solutions; and, exercising efficient supervision and direction of Board staff.

    Selectee must provide executive leadership for planning, executing and promoting legal compliance activities including:

    - Maximizing efficiencies of legal operations;- Issuing high quality, timely and procedurally correct decisions;

    - Balancing the need for innovation and transformation with continuity and discipline of operations;

    - Conducting de novo review of case files and holding hearings; and,

    - Providing exceptional consultation on substantive matters of law and providing legal advice ands assistance to high ranking agency officials.
