WHAT IS THE DEPARTMENT MANAGER READINESS PROGRAM (DMRP)? The Department Manager Readiness Program (DMRP) offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will be assigned a coach, complete Career Learning Plans, and attend leadership-training classes. In addition, candidates will receive at least one developmental acting assignment and participate in a variety of developmental activities. The goal is to prepare you to compete for future department manager positions. As a department manager, you will be responsible for assigning, directing, and reviewing the work of subordinate managers and employees. In this role, you will use your leadership skills and management techniques for planning, scheduling, and coordinating work operations, planning and carrying out the training and development of managers and employees, evaluating work performance, and in performing all other functions related to this level position. Generally, as a Department Manager, you are a manager of managers and are responsible for the overall effective operation of a program.
As a Department Manager Readiness Program Candidate you will:
• Remain in your current position at your current grade and post of duty.
• Participate in a 12 month training and development program that will include a developmental acting assignment and a variety of developmental activities.
• May be required to complete details or developmental assignments in a geographic location(s) outside of your current post of duty.
While on Acting Assignments you may:
• Utilize subordinate managers and supervisors to direct, coordinate, or oversee the work;
• Provide guidance to subordinates in resolving administrative and technical problems;
• Evaluate subordinate supervisors and managers and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors;
• Hear and resolve group grievances or serious employee complaints;
• Review and approve serious disciplinary actions involving non-supervisory subordinates;
• Make decisions on non-routine, costly, or controversial training needs and training requests;
• Approve expenses comparable to within grade increases, extensive overtime, and employee travel;
• Coach subordinate managers on an on-going basis, tailoring the emphasis based on the particular coaching/mentoring of employees;
• Mentor subordinate managers to facilitate their development;
• Recommend awards for subordinates and changes in the organizational structure which are subject to approval by higher level management.

BASIC REQUIREMENTS (DEPARTMENT READINESS PROGRAM): To be minimally eligible/qualified for the readiness program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level payband or GS grade in the normal line of progression for a Department manager position. To be qualifying for this position your experience should be sufficient to demonstrate:
A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position. To be qualified for a temporary development assignment (promotion) to a Department Manager position, while in the readiness program, your experience should be sufficient to demonstrate:
-The experience may have been gained in either the public or private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
