Serves as a principal technical specialist, a project manager, team leader, or instructor. Performs work of broad scope and complexity. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible. Applies broad experience and comprehensive technical knowledge of assigned disciplines and specialties, an understanding of new technologies and methods, and FAA policies and program.
NAS knowledge is essential to understand the business relationships and technical requirements to ensure services are maintained and available for the user while also maintaining critical NAS operations. Understands NAS areas of disciplines and the associated activities involving designing, modifying, installing, repairing, maintaining, or evaluating critical NAS systems and services.
Applies technical knowledge regarding NAS critical infrastructure and system interrelationships, with emphasis in the Environmental Discipline. Specializes in the areas of Dual Redundant Power Distribution Systems (DRPDS), Critical Power Distribution System (CPDS), ARTCC Critical and Essential Power Systems (ACEPS), Environmental Control and Monitoring System (ECMS), Chillers, Boilers, Security and Fire Alarm Systems (SFAS), Fan and Blower Systems (FAB), and Power Conditioning Systems (PCS). Possesses knowledge of various ATO/FAA AT contingency policies and their application and impact on the NAS. Manages and coordinates reviews regarding maintenance policies and strategies, enterprise services and relationships, systems efficiencies, and facility conditions in assessing the ability to effectively implement Air Traffic (AT) Operational Contingency Plans (OCPs). Provides technical analysis and potential impacts of operational systems/equipment from a resiliency perspective. Understands risks from a safety, performance, and reliability perspective, as well as impact to air traffic operations. Recommends improvements to implement resiliency concepts into AT OCPs
Participates in conducting large scale comprehensive infrastructure assessments that focus on system/service design, impact, vulnerability, and mitigation. Collaborates and assists in development of reconstitution plans. Drafts and produces site specific improvement plans to address resiliency deficiencies. Coordinates and tracks implementation of improvement plans. Engages stakeholders in the identification, prioritization, and critical “As-Is” infrastructure, systems and services for the purpose of assessing vulnerabilities within the baseline infrastructure. Performs facility, site, and enterprise assessments across the NAS to evaluate and measure the resiliency aspect of critical infrastructure and performance in order to improve avoidance, response, and recovery of Air Traffic operations/services.
Collaborates with Next Gen and Program Management Offices, and other stakeholder organizations on design standards, reconstitution planning, and logistics to ensure integration of key resiliency concepts across the NAS. Provides input into requirements generation and computer modeling development for Resiliency Assessment and Analysis Model (RAAM); a tool that will measure the 3 major components of NAS resiliency: Avoidance and Mitigation Index (AMI) Model, Operational Response Index (ORI) and Airspace Recovery Index (ARI).
Reviews best practices on critical infrastructure resiliency to develop NAS-wide policies, standards, and guidelines. Ensures resiliency requirements are adequately considered throughout the acquisition, engineering, and implementation processes.
Prepares a variety of technical documents and presentations summarizing conclusions and/or recommendations. Briefs senior level officials on reviews, findings, recommendations, challenges, risks, etc. Cultivates positive relationships and professional partnerships.
To qualify for this position candidates must show experience at the level of difficulty and responsibility that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation and electronics systems. Generally, experience at the next lower level, pay band H/level III or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities.
