The incumbent serves as a senior architect or engineer. As a subject matter expert, the incumbent supports the regional PBS organization by providing technical services and consultation on a diverse range of architectural, engineering, and Contracting Officer's Representative (COR) project issues.

SPECIALIZED EXPERIENCE:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience defined as experience performing in the role of Contracting Officers Representative (COR) in managing designs, and construction contracts, including managing, coordinating, and reviewing the activities of architectural and engineering firms, and construction contractors in order to accomplish a broad range of design and construction functions. This experience must also have included the application of technical knowledge and experience, such as the review of design documents for completeness, constructability, and compliance with standards.

Mastery of, and skill in applying advanced professional principles, concepts, and practices in engineering/scientific fields (e.g., civil, electrical, mechanical, architectural, etc.) required to serve as a subject matter expert (SME) on key design and construction initiatives and policies for the regional organization and/or project manager for designated major projects.
Ability to advise on state of the art building systems and rapidly changing industry or technological initiatives for design and construction considerations, and to resolve complex problems.
Architectural or engineering knowledge and ability to review designs of large and complex structures and buildings.
Knowledge and ability to identify and facilitate the gathering of customer technical requirements and the ability implement coordination and Quality Assurance between disciplines.
Knowledge of industry policy, guidelines, regulations, codes and building standards, design criteria, complex systems, equipment and Sustainability, including the Leadership in Energy and Environmental Design (LEED) commissioning and accreditation process; to provide authoritative advice and guidance on professional matters.
Knowledge of and skill in applying concepts and procedures associated with project management, financial management and/or procurement vehicles to achieve project goals and objectives.
Knowledge of Contracting Officer’s Representative (COR) duties and limitations as defined by the Federal Acquisition Regulations.
Ability to communicate effectively, both orally and in writing to effectively present technical engineering data to varied target audiences.
