    The Administrative Office (AO), an agency of the Judicial Branch of the Federal government, is committed to serving and supporting the Federal court system of the United States. The AO provides a broad range of legislative, legal, financial, technology, management, administrative and program support services to the Federal courts.

    Responsibilities

    This position is located in the Budget, Accounting and Procurement Office, Procurement Management Division (PMD). The PMD manages a comprehensive procurement program for the Federal Judiciary.The incumbent performs entry or mid level contract specialist work assignments associated with pre-award, post award and contract closeout activities. As competency increases, the incumbent will work under less direct supervision performing more complex work assignments.

    The incumbent of this position will occupy an entry level Contract Specialist position. This opportunity offers tailored learning and development activities to include: formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases from $72,036 to $137,012

    Even though this position is advertised at the entry level, applicants may be placed at the full performance level upon selection if they meet the education and experience requirements.


    This position is advertised at the 2A entry level. At the full-performance level of 2D, duties may include, but are not limited to:

    1.Serving as a contracting officer performing the full range of contract specialist duties necessary to award, administer, and close out a variety of contract types, including, but not limited to, firm fixed price, cost, labor hour, and task order contract types;

    2.Performing all contracting functions for important and complex agency acquisitions involving diverse supplies and services, e.g., IT, telecommunications and other electronic systems and subsystems, building maintenance, architect/engineering, etc. including negotiating complex modification to contracts vehicles;

    3.Preparing pre-award and post-award documents, e.g., solicitations, market research reports, pre-negotiation and post- negotiation memoranda, responsibility determinations, waivers, justifications and approvals for other than full and open competition, determinations and findings, protest responses, debriefings, cure notices, etc.;

    4.Monitoring contractors' performance, evaluating and negotiating change orders and contract modifications, and resolving post-award performance or payment problems;

    5.Utilizing in-depth price/cost analysis techniques for supporting the development of pre-negotiation and award price determination documents; and

    6.Serving as an advisor to customers at the AO and the courts nationwide on contracting issues.
